All ten packages are v0.1 references: their install behavior is a scaffold, not a finished installer. The Capability Passport, the manifest shape, and the platform support matrix are what is real. CLI install behavior lands in Phase 1. Real publisher accounts and verified-publisher status land in Phase 4.
